Subject: Floodplain Development Approval — Mosquito Brook - Floodplain Development, Town of
Lenroot, WI
Dear Mr. Kozlowski,
Sawyer County requested assistance in reviewing a floodplain analysis for the proposed project in the Zone A
floodplain of Mosquito Brook on May 22, 2023. The proposed project is located in the SW '/ of the NW '/,
Section 07, T41 N, R08W in the Town of Lenroot, W L The Departinent concluded on the basis of Sawyer
County's Floodplain Zoning Ordinance as well as Administrative Code NRI 16, that a hydrology and hydraulics
floodplain analysis was necessary to detennine the impacts on water surface elevations and floodplain boundary
due to the proposed project.
The North Porky's Road culvert replaceinent project consist of replacing the existing 48-in CMP culvert with a
66-in RCP. The existing road surface elevation will be increased to facilitate adequate cover over the larger
culvert. A portion of the road will be lowered to avoid increases in the 100-yr floodplain elevation.
The Department's revie�v found that the revised study submitted on July 6, 2023 by Todd Gibbon, P.E. of Long
Island Engineering LLC meets the require�nents of NR 116, Wisconsin Administrative Code and has therefore has
gained Department approval.
The output froin the HEC-RAS model, version 6.3.1 , indicates that decreases in the regional flood elevation from
the existing model are proposed occur at River Stations 8 through 15. If the results of this analysis will not be
used for regulatory purposes in the future, the study will not need to be adopted into Sawyer County's Floodplain
Zoning Ordinance. If the results could be used in the future, the below sentences need to be included in the
Official Maps section and fonnal adoption take place.
