Request: Rezone 6 acres to RR-2
Summary of Request:
The applicant(s) are requesting to rezone 6 acres from these two separate parcels to RR-2
(see attached map of parcel). The purpose of this request is to rezone the remaining property into
RR-2 so that they may expand an existing campground. RR-2 and F-1 are the only zone districts
that allow for campgrounds. The existing campground consisting of 71 permitted seasonal sites.
41 of these were with the initial campground with an additional 35 sites then amended to 30 sites
on the southern portion of the campground which was permitted through a conditional use in
2017 CUP 17-014.
With the proposed rezone request the applicant would then be filling far another
conditional use permit to expand for an additional 10 campsite units on the north side of the
property and also to have the existing campsite areas properly zoned and covered under the RR-2
designation.
Project History:
Back in 1986 the first rezone was processed to RR-2. This initial rezone case was for the
placement of a mobile home on this property. Somewhere between 1986 and 2000 the
campground was formed. In 2000 a conditional use permit was granted for an additional 5
campsites on the property making the total of 41 . In 2017 the southern portion of the property
was approved for a rezone and an additional 35 sites. The 35 sites were then later amended by
the applicant to 30 sites.
There were comments received by The Zoning and Conservation Department that
adjacent property owners were told that the campground would never expand further to the
North. After reviewing the documents and files of record with this property and campground
(specifically the rezone in 1986 and 2017 and the CUP in 2000 and 2017) no information was
found to support this. The Sawyer County Zoning & Conservation Administrator has urged those
in opposition for any information pertaining to that claim.
Additional Information/details:
See attached additional maps included in this packet as well as applicant(s) comments
and potential campground expansion area plus parking area. The majority of the existing
campground is already zoned RR-2. The potential rezone would not only get the existing
campsites into the correct zone district but would also allow the applicant to expand an
additional 10 sites as indicated.
The Town of Edgewater shows this area as a generalized existing residential, small tract
land use as per the Town's Comprehensive Plan with a future land use category described as
"shoreland".
"Shoreland areas represented on the future land use map are represented by the lakes and rivers
classification system. Development densities within shorelands will maintain a minimum density
of 1 home per 20,000 sq ft on a class 1. In some cases, natural features and resources along lakes,
rivers, and streams may not be conducive to all types of development. While the future land use
map has areas representing the 1,000 foot and 300 foot areas pertaining to development
requirements as specified by the lakes classification system, the areas shaded do not imply that
any and all development types are allowed. Specific review of the areas around lakes, rivers, and
streams must be performed."
Zonin�Committee Public Hearing Inforrnation:
At the Sawyer County ZoninD public hearing meeting on December 19. 2019 it was read into
record that the Town approved tlie rezone requesi with no additional comments. There were 9
opinion (etters sent out. 4 retunled, 2 with no objections anc� ? ��-ith objections. It was
recommended for approval by the Zoning Comnlittee ��-ith a vote of 5-0 ��-ith the findings of
facts determineci as:
1 It would be compatible with the surrounding uses and the area.
After the Zoning Committee meeting the Sawyer County Zoning & Conservation Administrator
received a call from one of the adjacent neighbors with objections stating that he would be taking
legal action against the "County" for approving this rezone. He was urged at that time to file an
appeal of the Zoning Committee's decision as is his right. On this date of 1/7/20 no appeal action
has been filed.

Currently the Bear Paw Resort Property is split into multiple sections
under multiple zoning districts. Half of the resort is zoned RR1
(Northern Half) and half is Zoned RR2 (Southern Half).
Bear Paw is requesting that the northern portion of the property be
re-zoned to RR2 to conform to the current zoning status of the
southern property which is currently RR2.
This would allow Bear Paw the option to expand the campground and
add up to an additional 10 sites on the north east boarder of the
property. We do not have any intention of adding more than 10 sites to
this section of the property as we have a parking lot already in process
on the North Section of the property. Our intention would be to add
these additional sites to the back half of the property furthest away
from OI Hayes road. See attached Photo. Currently we have an open
permit with Sawyer county to put in an 80x120 trailer parking lot
closest to OI Hayes Road. The additional campsites 10 would comply
with State code for Density of Camp Sites per acre, Health code
ordnances facility access on the campground and all setback rules
according to County and Local ordinances.

The applicant(s) are requesting to rezone 6 acres from these two separate parcels to RR-2
The purpose of this request is to rezone the remaining property into RR-2 so that they may
expand an existing campground. RR-2 and F-1 are the only zone districts that allow for
campgrounds. The existing campground consisting of 71 permitted seasonal sites. 41 of these
were with the initial campground with an additional 35 sites then amended to 30 sites on the
southern portion of the campground which was permitted through a conditional use in 2017 CUP
17-014.
With the proposed rezone request the applicant would then be filling for another
conditional use permit to expand for an additional 10 campsite units on the north side of the
property and also to have the existing campsite areas properly zoned and covered under the RR-2
designation.
Back in 1986 the first rezone was processed to RR-2. Somewhere between 1986 and
2000 the campground was formed. In 2000 a conditional use permit was granted for an
additional 5 campsites on the property making the total of 41 . In 2017 the southern portion of the
property was approved for a rezone and an additional 35 sites. The 35 sites were then later
amended by the applicant to 30 sites.
There were comments received by The Zoning and Conservation Department that
adjacent property owners were told that the campground would never expand further to the
North. After reviewing the documents and files of record with this property and campground no
information was found to support this. The Sawyer County Zoning & Conservation
Administrator has urged those in opposition for any information pertaining to that claim.
The majority of the existing campground is already zoned RR-2. The potential rezone would not
only get the existing campsites into the correct zone district but would also allow the applicant to
expand an additional 10 sites as indicated. The Town of Edgewater shows this area as a
generalized existing residential, small tract land use as per the Town's Comprehensive Plan with
a future land use category described as "shoreland".
At the Sawyer County Loning public hearit�g meeting on llecember 19, 2019 it��as read into
record that the Toti�n approved the recone request with no additional comrnents. There were 9
opinion letters sent out, 4 returned, 2 wiCh no obje�ctions and 2 with objecCirnls. It ��as
rccomn�ended for approval by the %oning Committce ��it11 a vote of 5-0 ��-itli the findings of
facts detei7nined as:

After the Zoning Committee meeting the Sawyer County Zoning & Conservation Administrator
received a call from one of the adjacent neighbors with objections stating that he would be taking

County Zoning Committee on December 20,2019. This Hearing will begin at 8:30 A.M.in[he Sawyer
County Courthouse,10610 Main Street,Hayward,Wisconsin.
It is recommended that either you or a representa[ive be present at[he Hearing.A lack of information
about the application may result in unnecessary delay of a decision. Failure to appear may also result in
the denial of the application.
If it is impossible for you or a representative to be present,please submit a written statement addressed
to Ronald Buckholtz,Chairman of the Zoning Committee to the above address.This statement should
indude[he purpose of the request or your proposed intentions and a description of the generel terrain
and surrounding development.Photographs of the property and/or buildings would be beneficial.Indicate
the undue hardship inflicted upon you by conforming to the present zone district and the compatibility of
the proposed use with the surrounding land uses and indicate how your proposal would not be contrary
to the public interest.
