Notice is hereby given that on June 21,2019 the Sawyer County Zoning Committee approved the
following application:
A Public Hearing on Town of Sand Lake-#19-033. Paradise Waters LLC.Par[of Government Lot 15;SOS,

Any person or persons jointly aggrieved by the decision of the Zoning Committee may appeal the decision
to the Sawyer County Board of Appeals to review the legality of the decision within 30 days after the da[e

Request: Add additional 20 campsites to an existing campground already containing 55
campsites
Project History:
The existing campground consisting of 55 seasonal sites and 6 condominium dwelling
units would be considered existing non-conforming that was in operation prior to zoning
ordinance changes. The property that has the existing campground is approximately 11 .25 acres
and zoned RR-1 & F-1 . As per the applicant's statement, the initial campground had opened
back in the 1950's and the cabins were then built in the 1960's. Small expansions of the
campground were made back in the 1960's-1980's. When the previous owner of the campground
purchased the property back in the late 1990's there were already 55 seasonal sites existing.
Again, this is according to the new owner's information provided. The applicant(s) are now
requesting to expand the existing campground by an additiona120 sites on an adjacent parcel.
Previously the owners/applicants had requested for a rezone application (RZN 19-004) of
the entire 26.62 acres of F-1 & RR-1 to RR-2 (see attached map of parcel). This rezone
application was intended to allow the campground operation to have potential access to the
portion that borders the lake South of Sissabagama Road and allow for a CUP to be requested for
said expansion. The previous ZA may have indicated to the applicants that they needed the
rezone to RR-2 to allow for the expansion. Subsequently, the rezone request was denied at
Zoning Committee and the applicants had then withdrawn their CUP 19-022. After further
investigation between the applicants and the current Interim Zoning Administrator it was
determined that the applicants could apply for a CUP under Sawyer County Zoning Ordinance
Section 17.8(B)(3) for a campground subject to Section 6.6. No rezoning of the property would
be needed for the applicant to apply for a CUP in the F-1 zone district for the proposed
expansion.
Since the previous CUP 19-022 had no action taken upon it and was withdrawn by the
applicant they would be able to reapply without having to wait 1 year before filing a new CUP as
described in Section 8.0 of the Sawyer County Zoning Committee By-Laws.
The distinction needs to be made that with the proposed campground expansion in the F-
1 zone district that it would not be allowed for the expansion area to utilize the R-1 zoned
property on this same parcel which would include the existing boat launch. As part of the
conditions recommended by the Sawyer County Zoning & Conservation Department the new
campground expansion would only have walking access ability to utilize a common swim area
owned and maintained by the existing campground.
Summary of Request:
The proposed 20 sites would be located in 2 (10) 75'x100' site/unit blocks (see attached
proposed campground expansion map). These proposed sites would meet all setback
requirements as per the Sawyer County Zoning Ordinance. There would be a proposed new road
to these sites that would come off of Sissabagama Road on an upland area between to separate
wetland complexes to the proposed sites. The owner would then plan to construct a road that
would eventually link back up with the existing campground sites to the west. As per applicant's
statement each campsite or camper would have water and electric hook up. The waste for these
campers would be held in "self-contained" vessels and pumped out by a licensed septic hauler on
an as-need basis. The campground as a whole also has a dump station for those wanting to use it.
The applicant agrees they would need to meet all other ATCP CH. 79 requirements, Sawyer
County Health Department requirements, and Sawyer County Zoning Ordinance Section 6.6 and
other Zoning Ordinance requirements. As per phone call with applicants on OS/09/19, 90% of the
expansion sites are to operate as seasonal RV sites. The remaining 10% is to be transit camping
or tent camping and proper sanitation requirements through State licensing will be met as far as
central toilet, shower, and washing facilities.
The applicants are also requesting that their initial fee requirements for CUP 19-022 be
refunded in the amount of$300. Through the previous Zoning Administrator they were told that
a rezone was needed in order to expand the campground. Subsequently, that rezone was denied
and they withdrew their initial CUP. The applicants then needed to apply an additional CUP with
the same fees for CUP 19-033. This request would need to be approved for reimbursement in the
form of a motion by the Sawyer County Zoning Committee.
Additional information for Conditional Use Permits:
Substantial evidence means facts and information, other than merely personal preferences
or speculation, directly pertaining to the requirements and conditions an applicant must meet to
obtain a conditional use permit and that reasonable persons would accept in support of a
conclusion.
If an applicant agrees to meets all of the requirements and conditions specified in the
county ordinance or those imposed by the county zoning board, the county shall grant the
conditional use permit. Any condition imposed must be related to the purpose of the ordinance
and be based on substantial evidence. The conditions must be reasonable and, to the extent
practicable, measurable. The applicant must demonstrate that the application and all
requirements and conditions established by the county relating to the conditional use are or shall
be satisfied, both of which must be supported by substantial evidence. The county's decision to
approve or deny the permit must be supported by substantial evidence.

Your application for a Conditional Use will be considered at a Public Hearing before the Sawyer County
Zoning Committee on June 21,2019.
This Hearing will begin at 8:30 A.M.in the Sawyer County Courthouse,30610 Main Street,Hayward,
W isconsin.
It is recommended that either you or a representative be present at the Hearing. A lack of information
about the application may result in unnecessary delay of a decision. Failure to appear may also result in
the denial of the application.
If it is impossible for you or a representative to be present,please submit a written statement directed to
Ronald Buckholtz,Chairman of the Zoning Committee addressed to this office.The statement should
include your proposed intentions or purpose of the request and a description of[he general terrain and
surrounding development.Indicate how the proposal would not be contrary to the public interest.
Photographs of the property and surrounding area are encouraged.
Your application will also go before the Town Board for their review. Some townships also have a
Planning Commission.Please contad the Town Clerk,Elaine Nyberg at 715-865-2006 or email at
